Quire sets limits on one product, on every product with a tag (counted together, so a mixed case counts as one), or on the whole order: at least, at most, only in multiples of, spend at least, spend at most, and at most so many per customer ever. Each limit can apply to everyone, only to a customer tag, or to everyone except a tag. A cart that breaks a limit is stopped at checkout with that limit's own message. Test carts show who gets through, and it flags limits no buyer can ever meet.
